Harvard Resource Solutions is seeking a Facility Security Officer on a direct hire basis for their software client in Ann Arbor, MI. In-office position.
Job Responsibilities of Facility Security Officer:
Provide Security management and oversight of classified contracts in accordance with National Industrial Security Program and other applicable government directives.
Create, execute and monitor company security policies and procedures to safeguard national security information/equipment and company/customer intellectual property.
Develop and oversee implementation of procedures relating to building/office access control, personnel security and incoming and outgoing visitor control and badging.
Maintain personnel security clearance records for employees using Defense Information System for Security (DISS).
Function as the principal point of contact to DCSA
Advise senior management of Federal security regulations and procedures.
Process employee security access requests.
Assist personnel in initiating background investigation paperwork (including fingerprinting) using Electronic Questionnaires for Investigations Processing (e-QIP) software via DISS.
Work with the Recruiting Department to validate and or initiate clearances for potential new hires / new hires.
Conduct Security Education, Training and Awareness Program: indoctrinations, debriefings, annual refresher training, and foreign travel, espionage, cyber security and special assess briefings.
Provide information systems security certification and accreditation oversight.
Work with Contracts and Operations to ensure compliance with contract/subcontract security requirements.
Prepare and implement operations security (OPSEC) plans.
Maintain paperwork for facility clearance and DCSA annual assessment, including regular self-inspections. Respond to government surveys.
Maintain security documentation and files in accordance with DCSA requirements.
Conduct investigations, prepare reports and implement corrective actions.
Attend regular security training programs.
Overall planning, directing and organizing a security program of/for a site/facility, which includes personnel, physical, operational, and information security.
Ensure compliance with government and company security policies and procedures to ensure the efficient operation of the function.
Review, investigate, and report non-compliance or security violation issues.
Manage the implementation of the National Industrial Security Program Operating Manual (NISPOM) and other security related regulations.
Coordinate to ensure all staff securely manage and dispose of sensitive, proprietary, and or PII information, including use of hybrid tokens, secure disposal bins, etc.
Develop and manage a security audit schedule, checklists, and work closely with the Information System Security Manager or Officer (ISSM or ISSO) in maintaining Standard Practices and Procedures (SPP) for all accredited automated systems.
Provide direction on document markings, headers and footers, portion markings in alignment with Security Classification Guide (SCG)
Qualifications of Facility Security Officer:
Active Secret Clearance with an investigation within the last 5 years
Ability and willingness to achieve eligibility for Special Access Programs including SCI.
Bachelor's Degree desired and 7+ years of experience working as a Facility Security Officer
Must possess a thorough understanding of the National Industrial Security Program Operating Manual (NISPOM). Additionally, demonstrated knowledge and experience with the Defense Information System for Security (DISS), e-QIP, preparing DD Form 254s, certification and accreditation, clearance passing and conducting briefings and debriefings.
Certified by having taken all NISPOM and DCSA/CDSE required FSO-training.
Expert NISPOM and ISL knowledge
3-5 years of experience managing security requirements for an organization/program with over 20 cleared personnel.
3-5 years of increasing responsibilities working with classified programs.
Demonstrated success managing subordinate FSO/AFSO personnel and interfacing with senior level staff to drive security policy and advise on group strategy.
Initiative-taker with ability to work independently, customer service orientated.
Strong problem-solving and analytical skills and demonstrate poise and ability to act calmly and competently in high-pressure, high stress situations.
